Board of Commissioners of Converse County

    The regular meeting was called to order at 8:02 a.m. on May 21, 2019.  Present were Vice-Chair Jim Willox, Commissioners Mike Colling, Rick Grant, Tony Lehner and County Clerk Lucile Taylor.  Chairman Short was excused.

    Mr. Grant moved to accept the quote from Asphalt Systems, Inc. (ASI), 175,100 square yards, $2.47/sq. yard, for sealing several county paved roads, Mr. Colling seconded, motion carried.

    Mr. Colling moved to approve the bore permits:  SCM RR:  16” crude oil pipeline, Highland Loop (CR 32) (moved from previously approved location; must pay inspection fee); 4.500” OD and 30 MILS ARO crude oil pipeline, Manning Road (CR 53); 10.75” OD and 30 MILS ARO crude oil pipeline, Walker Creek Rd (CR 43), Mr. Lehner seconded, motion carried.

    Mr. Cal Twiford discussed various county road projects.

The minutes of the regular meeting on May 7 and 8, 2019 were approved and ordered filed.

    Mr. Colling moved to approve the MOU between Natrona County and Converse County for Law Enforcement Extraterritorial Assistance, ending January 2023, Mr. Lehner seconded, motion carried.

    Mr. Grant moved to reappoint Mrs. Connie Glenn and Mrs. Kara Koss to three years terms, ending June 2022, on the Library Board of Directors, Mr. Lehner seconded, motion carried.

    Mr. Grant moved to void warrant 54535, Say it with a Condom, 7195.00, Mr. Lehner seconded, motion carried.

    The regular meeting recessed at 10:00 a.m. into a Public Hearing to obtain citizens’ comments on the proposed Halverson Minor Subdivision, a two (2) lot subdivision located in a portion of Lots 4 and 8 (SE¼SW¼) of Section 33, T33N, R71W of the 6th P.M., Converse County.

    Mrs. Holly Richardson, Special Projects’ Director, reviewed the proposed subdivision.  There were no comments from the public.

The regular meeting reconvened at 10:09 a.m.

    Mr. Grant moved to approve the Halverson Minor Subdivision as proposed, Mr. Lehner seconded, motion carried.

    The regular meeting recessed at 10:30 a.m. into Public Hearing for citizens’ input on the proposed amendments to the Converse County Wind Energy Siting Regulations.

    Mrs. Holly Richardson, Special Projects’ Director, reviewed the proposed amendments.  There were no comments from the public

    The regular meeting reconvened at 10:50 a.m.

    Mr. Colling moved to adopt the Converse County Wind Energy Siting Regulations as amended effective immediately, Mr. Lehner seconded, motion carried.

    Mr. Grant moved to approve the Road Use Agreement / Easement between Anadarko E&P Onshore and Converse County for a two track road across County land, $30/rod, 78.8 rods for 1st year, then $20/rod with a 5% increase every 3rd year, Mr. Lehner seconded, motion carried.

    Mr. Hal Hutchinson discussed the warranty checklist for the CC Joint Justice Center.

    Mr. Grant moved to approve the Contract for Services (Preliminary Design and Architectural Design Phase), Mr. Hal Hutchinson, Construction Manager / Owner’s Representative, Converse County Justice Center, Phase 2 – Courts, $12,170.00, pending review by the County Attorney, Mr. Colling seconded, motion carried.

    The regular meeting recessed at 11:50 p.m. and reconvened at 1:00 p.m.

    Mr. Lehner moved to go into executive sessions pursuant to WSS 16-4-405(a)(ii) at 1:35 p.m., Mr. Grant seconded, motion carried.

    The regular meeting reconvened at 4:31 p.m.

    Vice-Chairman Willox discussed the logistics of the Rec Center Operating MOU that needs to be in place with all three (3) entities agreeing to it prior to putting the question on the ballot.

    Mr. Lehner moved to support the drafting of an Operating MOU for the proposed Recreation Center that reflects a 7 member board with the County having 1 member and 1/7th of the operating deficit, Mr. Colling seconded, motion carried.
