Department of Environmental Quality, Division of Air Quality


    In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Certarus (USA) Ltd to construct the Douglas CNG Facility, to consist of one (1) 530 hp Waukesha VGF H24SE booster compressor engine (ENG001), one (1) 530 hp Waukesha VGF H24SE trailer mounted compressor engine (ENG002), two (2) 400 hp natural gas fired back-up generator engines (ENG003-ENG004), four (4) CNG filling posts on the mobile compressor (FUG004), four (4) permanent CNG filling posts (FUG003), one (1) flare with auto-igniter, one (1) 6,000 gallon diesel storage tank (TNK001), one (1) diesel exhaust fluid tank, fugitives (FUG001), compressor rod packing (FUG002), and pressure regulating station venting (VNT001).  The Douglas CNG Facility is located in Section 34, T33N, R71W, approximately two (2) miles north-northeast of Douglas, in Converse County, Wyoming.

    For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at, utilizing facility ID F029273 and permit number P0025907 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Converse County Library, Douglas, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Converse County Clerk’s Office, Douglas, Wyoming.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.
